Why can users access forms that should be hidden from them?
Users who are not in any User Group can access all forms and fields.
To put a user in a User Group, go to the System Configuration menu and select Screen Security, then User Groups. If the user is in the wrong group, select that group, click Edit This Entry, click the name in the group list, click the left arrow to put them into the staff list, then click Accept These Changes.
If the user is not in any group, select the group to put them in. Click Edit This Entry, click the user's name, click the right arrow to put them into the group list, then click Accept These Changes.
You can use User Group Permissions to restrict specific fields on forms, and User Group Limits to restrict access to forms and menus.
This is documented in the Tutorial Guide in the chapter 'Administration and Maintenance', in the section 'System Security and User Group Setup'. Some information about hiding forms is in the question "Can I hide fields or forms from some users?"
